People with a mental health problem are not automatically eligible to receive a Freedom Pass.  However, Councils have discretion, and there are ways in which you can demonstrate your eligibility.  For example:

You have been, or would be refused a driving licence because of your disability:

  • A DVLA statement regarding your inability to drive OR
  • A statement from a medical specialist confirming your condition and recommendation that you should not drive.

You receive Personal Independence Payment for ‘moving around’ and/or ‘communicating verbally:

  • a letter showing your entitlement, dated in the past 12 months
