To obtain a Disabled Person’s Freedom Pass you must apply directly to your local council. Most councils now have the application forms available to download from their websites. Alternatively, you can call your council and ask them to post you a form or we can print off the relevant form and send it to you:

People with mental health problems are not automatically eligible to receive a Freedom Pass.  However, Councils have discretion, and there are ways in which you can demonstrate your eligibility.

For example:
You have been, or would be refused a driving licence because of your disability:

  • A DVLA statement regarding your inability to drive OR
  • A statement from a medical specialist confirming your condition and recommendation that you should not drive.

You receive Personal Independence Payment for ‘moving around’ and/or ‘communicating verbally:

  • a letter showing your entitlement, dated in the past 12 months
